Background/Analysis/Issues:

Transportation conformity is a process established by the Clean Air Act to ensure that federal transportation projects and transportation investment activities are consistent with (“conform to”) state commitments for meeting air quality goals. DVRPC has performed a regional emissions analysis to determine transportation conformity for the Update: Connections 2050 Long-Range Plan, the FFY2026 TIP for New Jersey, and amendments of regionally significant projects in the FFY2025 TIP for Pennsylvania.

This conformity finding covers:

• Ozone (Philadelphia–Wilmington–Atlantic City, PA–NJ–MD–DE Ozone Nonattainment Area);
• Annual PM2.5 (Delaware County Maintenance Area); and
• 24-hour PM2.5 (the DVRPC portions of the Philadelphia-Wilmington, PA-NJ-DE PM2.5 Maintenance Area and the New York–Northern New Jersey–Long Island, NY–NJ–CT 24-Hour PM2.5 Maintenance Areas) 

DVRPC held a public comment period from August 4 to September 5, 2025. One (1) in-person public meeting was held on Tuesday, August 5, 2025 at 6:00 PM local time at the Mullica Hill Public Library in Gloucester County, NJ, and one (1) hybrid (online and in-person) public meeting was held on Thursday, August 7, 2025 at 6:00 PM local time at the DVRPC offices in Philadelphia, to give the public the opportunity to verbally present comments and submit questions about the TIP process and projects. Staff will present an overview of the conformity findings, the public comments, and DVRPC response to the comments at the Board meeting.

The DVRPC Board adopts the conformity finding of the Update: Connections 2050 Long-Range Plan, FFY2026 Transportation Improvement Program (TIP) TIP for New Jersey, and FFY2025 TIP for Pennsylvania, as well as Resolution B-FY26-001.
